Another witness recalled that he said, "I hate you damned gays".
When Cruz defended his friends, Mena pulled a handgun from his trousers and fired several shots, killing Cruz and wounding another man in the ankle, who told investigators he believes he was targeted because he is gay.
A 48-year-old man is behind held without bail in the death of Juan Cruz, who had spent the hours before his death celebrating a new job, according to court records obtained by PEOPLE.
The Florida State Attorney's office told the Sun Sentinel that it hasn't yet determined whether it will prosecute the killing as a hate crime.
Stunned and emotional, Cruz's family said the shooting made no sense.
"He did it for no reason", Cruz's cousin Brenda Carvallo said. Mena, who is a Honduran citizen, shouted at Cruz and his friends: "If we were in my country, I'd kill all of you like rats". That man, who was not affiliated with Cruz's group but had asked one of Cruz's friends for a phone number, told police he believed he was targeted because he is gay. They also reported that Mena had been looking at them angrily while they were inside.
Although several of Mena's friends who were with him at the restaurant said they didn't see what happened, they heard the gunshots.
Cruz was killed by the gunfire and another bystander was shot in the ankle, according to police. One of Cruz's friends said the suspect threw ugly looks at them.
Police arrested Mena around 10 a.m. on Sunday.
When Mena was arrested, he allegedly told investigators that he was "very drunk" during the incident, and "a group of guys started attacking and threatening him" outside the restaurant.
