His disfigured body was discovered on rail track around 1 km away from railway station along with a suicide note which helped in his identification.
A senior Delhi Police official said that police received information from his friends that Pandey would commit suicide and had gone to the Janakpuri District Centre yesterday. I am fed up with life as I am a simple man. "I am sorry. I love you all! please forgive me!" Pandey, a 2012-batch IAS officer, hailed from Bihar's Chhapra.
From the cab, Pandey also called a Delhi-based friend, who informed a senior police official (being an IAS officer, Pandey had several friends and batchmates in the capital's administrative circles and police).
A India Today report claims that the District Magistrate first tried to kill himself by jumping off a mall in Janakpuri area. I am recording this message just before committing suicide.
Meanwhile, Ghaziabad GRP SHO said that the DM may have committed suicide by jumping in front of a running train. The friend informed the Delhi police and the police launched a search for Pandey but could not locate him. "We immediately reached at the district centre but found nothing", said a police officer. "Then we checked more CCTV footage and found him moving towards the metro station", said the officer.
At 9.40pm, GRP constable Mahesh Chand found the 32year-old IAS officer's body lying by the tracks.
Meanwhile, Pandey's sister-in-law registered a missing complaint at the Sarojini Nagar police station, in which she stated that he had checked in to Hotel Leela Palace after arriving in Delhi on Thursday morning. He had also mentioned about lying to them about his going to Delhi to commit suicide.
Police sent his body for post-mortem.
A note was also found on him with mention of a detailed suicide note in his bag at a hotel room. Pandey was posted as the District Magistrate in the Buxar district of Bihar.
Pandey was married in 2014 into a prominent business family that owned a auto showroom in Patna.
