Ellison immediately retracted those remarks in an interview with a Washington Post reporter after leaving the panel.
President Trump, in contrast, Savage said, responded to Kim's threat to fire missiles that would strike near the US territory of Guam with a warning that North Korea would be met with "fire and fury like the world has never seen".
"It's tailor-made for somebody to misuse", he added.
"You have this guy [Trump] making bellicose threats against somebody else who has very little to lose over there", Ellison said.

North Korean workers have held rallies in support of Kim Jong-un's regime as they country continued to rail against fresh United Nations sanctions that cut off $1billion in worldwide trade.
The call followed the latest barrage of threats from Trump, declaring the U.S. military forces were "locked and loaded" and warning Kim he "will regret it fast" if he takes any action against USA territories or allies.
The missiles are created to carry nuclear weapons but it is not clear if the North has warheads small enough to fit on them, or the technology to bring them back to earth in one piece.
