Moscow and Beijing both have proposed a "freeze for a freeze" approach, in which North Korea would suspend its missile and nuclear testing if the United States and its allies stop conducting joint military exercises in the region. Those tests sharply escalated USA fears that Pyongyang is a key step closer to mastering the technology needed to strike American soil with a nuclear-tipped missile.
The rapprochement between President Rodrigo Duterte and his Chinese counterpart, Xi Jinping, defused a tense standoff between the Asian neighbors last year at the disputed Scarborough Shoal, where China allowed Filipinos back to fish in October as years of thorny relations began to brighten.
Chinese Foreign Minister Wang Yi said the start of talks for a "code of conduct" in the disputed waters may be announced by the heads of state of China and the 10-member Association of Southeast Asian Nations at their annual summit in the Philippines in November if Beijing's conditions are met.

South Korean authorities told the BBC that its foreign minister Kang Kyung-wha spoke to her North Korean counterpart Ri Yong Ho on Sunday on the sidelines of a forum in Manila. But a commentary in the ruling party's Rodong Sinmun newspaper said Washington had disregarded the warning the North sent with its intercontinental ballistic missile tests and was pursuing "desperate efforts" in the form of stepped-up sanctions.
"We respect their views but the... territorial dispute between China and fhe Philippine is between China and the Philippines", he said.
These actions blatantly violate multiple United Nations Security Council (UNSC) resolutions and clearly demonstrate that North Korea increasingly poses new levels of threat to regional stability and global security. The two primary issues at the formal sessions are North Korea and the South China Sea.
On Sunday, Beijing scored a coup when ASEAN ministers issued a diluted statement on the dispute and agreed to Beijing's terms on talks during a security forum which the bloc is hosting in Manila.
Should those talks occur, they would be the first military-to-military dialogue in three years.
North Korea has is yet to officially respond to the new sanctions. Kang is thanking the US for consulting with South Korea on the sanctions.
