St. Martin and St. Barthelemy, two of the islands ravaged by Irma, also downgraded their hurricane warnings to a tropical storm watch by Saturday evening. At the time, the storm was at its strongest, category 5, with winds of 185 miles per hour.
Before hammering Cuba, the hurricane raged through the Caribbean and seriously damaged Puerto Rico as well as islands controlled by the United Kingdom, the Netherlands and France. Or, salt spray from the storm could have dried out leaves while they were still on trees, giving them a brown appearance. Prime Minister Gaston Browne said the island was "literally under water", making it "barely habitable" in Irma's wake.
Barbuda was particularly hard-hit by the storm, with an estimated 90 percent of its structures suffering damage or destruction.
When Irma hit landfall in the Caribbean, it was a category 5 hurricane with extreme winds. Locals say nurses and doctors are scarce.
Some Britons stranded on affected islands said they felt abandoned, while others claimed the Dutch and French governments - which also have Caribbean territories - were better prepared and quicker to respond. "Islands with verdant landscapes at the end of August were left brown and barren by the hurricane". "Well, we're about to get punched in the face".
"At the end of the day, the £10-15 million which is going to come to us is not going to be sufficient", he said.
The British Virgin Islands are now in a state of emergency. The Netherlands announced that it was sending extra troops to the Dutch side of St Martin and French President Emmanuel Macron promised to rebuild his country's overseas territories destroyed by the hurricane.
